They are not lowering the res to do more, they are lowering it to be able to do the same amount. If they did 1080p they would have to reduce the stuff on screen. Get their draw calls down, drop AA etc.
Edit: This is not unlike what they had to do at the beginning of current gen with the PS3 to be able to match up with the 360.
That's just stupid to say. All games are made with high-res assets that are down scaled to fit the medium which they are delivered to. This is because it is a hell lot easier to downscale then to e.g go back to a 3d assets and bake out a new normal/CV/AO/Color map at higher res.
