Better be 1080p/60FPS MINMUM. None of that 720p/30FPS crap!

In a tablet? Don't count on it. Likely just a die shrunk X1 variant, which in the Shield TV delivers about 500 GFLOPS. With a die shrink and appropriate increase in clock it might be closer to 750 GFLOPS, within Tegra X2 range (and just over half an Xbone's graphics GFLOPS). It'll be a nice bit of power for a portable console, most def. For home users, it's just another case of perpetual obsolescence.

I can see Nintendo forcing developers to adhere to guaranteeing 30 FPS performance when in portable mode, with higher framerates/graphics available when being played at home on a base station or with an AC adapter plugged in.

It won't hold back hardware, it'll allow it to evolve faster, as long as devs account for it, and people are willing to spend the money for better performance, resolutions, and overall gaming experience. Case in point: PC. I think as long as Sony or MS are not trying to support more than two systems at once, it shouldn't be much of a problem since each subsequent system generally will be within a general performance range that does not overly limit developers. The other problem is it means supporting legacy code through compatible hardware or emulation. Compatible hardware or more specifically ISAs is the easiest way to maintain this, but still brings with it limitations and having to stick with a certain architecture for a while until it becomes necessary to change because of specific issues. However, nothing is really able to compete with x86 in terms of overall performance, software compatibility over the years and future, and sheer flexibility of the architecture to create very big or small multi-core processors that can all run the same software (just at different speeds of execution). ARM is not yet to this point.

Even Sandy Bridge Dual Core i3s from 2011 are a match for the PS4 and Xbone. One needs to understand that an SB core has generally twice the execution resources of Jaguar cores, full 256-bit AVX SIMD (as opposed to Jaguar with 128 bit SIMD, requiring two cycles to do AVX), and most desktop Sandy Bridge dual cores are running about twice as fast at 3+ GHz.

I think they should've bumped the GPU clock further, closer to 1 GHz. FPS dips are still a problem with such a small speed bump in the S.

With so much stuff for Nintendo to fix, I'm quite pessimistic about Nintendo getting everything right.

One thing that Nintendo could do is get some kind of extremely major 3rd party exclusivity deal, like League of Legends (console exclusivity) which would resonate with the console kiddies as well as streamers. A hybrid console/portable system would make it possible for LoL + Streaming on the go, and I can see that being a huge hit. The Wuupad already has a camera for the players face too and I'd expect the portable portion of the NX to be the same way.

But that's just one suggestion/example.

Beat Psychonauts, Uncharted 4, and Stranger's Wrath all last week. Hitting up alot of those 6th gen Xbox classics I never played because I didn't have an Xbox, and the PS2 versions either didn't exist or were extremely inferior.
