@jayjay444 What you fail to realize is that ALL free2play games require frequent updates. With a console updated so frequently, and 4 weeks required for QA testing after each new update for an online game, it could be disastrous for releasing updates to keep it playable after each update of the system. On PC, this is nothing to worry about, though. It also doesn't seem like the X1 will have nearly as frequent updates as the X360 does..
@Shadowdanc3r @Ragnawind last I knew, those devkits were made on PCs, as well, same as the OS and such for consoles that have one. They are then stored in flash memory on the system, for the OS, at least.
@Paul2004 @Ragnawind Capccom themselves isn't loyal to anyone company. They make games for ALL platforms currently available and supported. Anyway, with how the series has sold since launch, they probably wouldn't be able to support it on just one system.
@dsb333 @Shadowdanc3r everything is developed on a PC first, n matter what console is used. Even the NES and such fro the past started on PC, but it doesn't mean they will ever be released on PC.

They could also do a PS3 port, as well, but the games on this gen's consoles would be drastically different than on the next-gen consoles, due to the limitations of current-gen systems. They would be better off making another spin-off for current-gen systems getting ready for the game on the next-gen system.
@Thanatos2k the fact is there is no legitimate reason. The only reason, which is implied, is money, but that only serves as timed-exclusivity for a third-party developer
@Master_Turismo @gamergath publishers can be different depending on the system being released for, though. The developers have the final say in which systes their own game is ported to, not the publisher.
