Only a modification of Arma was bought by the US military to help instruct soldiers on firing techniques and situational awareness. It wasn't funded by them, they put out a competition to developers to come up with a system they needed, they chose, and bought it. The version of Arma we play is nothing like the one they have, and was build and released before.
The indoctrination theory explains a lot, and I really like it, but in the end it's a conspiracy like theroy that stretches supporting evidence and miscommunication others to give the impression that it agrees with the premise. I'd infinitely rather have the indoctrination theory that the crappy ending we actually got, it is so much more intelligent and pays homage o the lore of past games.
I love the indoctrination theory even though I disagree with it. It's a conspiracy theory that really stretches a lot of its supporting evidence,but The amount of thought and lore that is put into it far surpasses the star-child and space magic ending that we got. If the DC DLC is just going to explain why the ending was crap, i'd rather not have it. I'd rather just pretend the Indoctrination theory is right and that Shepard gets up and activates the Citadel that destroys all the Reapers and leaves other synthetics alone.
