GTX 480s are old now. Compare one of the 5xx series or the AMD 6xxx series and it should be different.

I recommend NOT getting a GPU for BF3 right now. I repeat DONT do it. Wait to see how it preforms on your hardware then buy it if you need it. This goes for ALL unreleased games period.

You can do that. I actually do the same thing with my 5850. Just hook both of them up and set up an extended desktop. For most games you need to set them in windowed mode to easily play games while surfing.

Do not upgrade from 2 6950's to a 6990. Another option is buy a 6990 and just add it to your current crossfire setup. Have fun with quadfire!

You can buy 8GB of DDR3 now for the same price I paid for 4GB of DDR3 earlier this year. It is totally worth it, I might be biased though because I run dual monitors now.

If it runs Crysis at 35 FPS at the lowest settings you are fine. I ran Crysis 1 and Warhead at those framerates and I was able to finish both on the maximum difficulty.

The Witcher 2 is different. That game eats hardware for lunch. For perspective at 1080p I get like low thirties and high twenties on all settings max besides ubersampling.
