the type of gameplay is the same but the controls are different. plus there's nothing like mgs4 .....amazing game. mpo on the psp is great, but it shouldn't be compared to mgs4.
developers are slow to announce stuff, there are a bunch of games coming out for the psp. just look at square announcing a bunch of games, ff13, dissigia, kingdom hearts, parasite eve. more developer are lightly to follow.
Its a cool game, I really like what they did with the story, graphic and combat. use the side mission to increase your skill, fusing is fun especially later on in the game. Set up your attack and materia in a way that works best for you.
