I don't doubt it was considered. There a company, they want to make money. I'm sure they weighed future profits against a quick buck they could of made by charging for this. They were smart enough not to, especially after all the backlash they had already gotten. They had to start rebuilding the franchises reputation somehow.
I hate shopping at GameStop specifically because I ask for a new sealed copy and they always try to switch it with an opened used one. They don't even ask, they just switch the new and used copies when they go to scan them behind the counter! After noticing this a few times after the fact and having to go through the process of returning the used copy and doing another sale for the brand new copy. I now go out of my way to shop elsewhere. I swear they are trained to do this to maximize Gamestop's profits.
