That's because there are so many non-games that are released over in Japan.
Brain Training
Brain Training 2
English Training
Face Training
Observation Training
etc
Seriously I wonder how this number would adjust if you took out the sales of all the non-games released for the DS.
... and people bash the PSP for it's non-gaming functionality... what about all the non-gaming software for the DS that sells like crazy? No one seems to have a problem with that.

Okay let me do it then.

42Super Mario 64 DS

46Animal Crossing: Wild World
49Naruto: Ninja Council 3
Compared to the 3 "non-games" on the North American list. As for PSP it only has ONE game on the entire list. Funny because it's about as casual as you can possibly get here in America.

And as before the amount of game vastly amount the number of "non-gamers". So there's your list.
Oh I almost forgot to list the PSP's games.

Nice to see you use the sales rankings for the current week (August 19th) in Japan, which doesn't have much to do with the arguement that a large majority of DS games sold are non-games. Your arguement fails.
Let's take a look at the number of units sold in Japan for some of these "casual non-games":
(541,123 units sold) - Flash Focus: Vision Training Minutes a Day
(4,705,767 units sold) - More Brain Training
(3,660,497 units sold) - Brain Training
(2,093,235 units sold) - English Training
(443,689 units sold) - More English Training for Adults
(49,333 units sold) - Face Training
(567,269 units sold) - Kanji Performance Testing
(1,549,121 units sold) - Common Sense Training
... there are more training games such as
Listen! Write! Increase Vocabulary! Initial English Training
Reading Training
Detailed Japanese History B Total Training
Detailed World History B Total Training
Kiku! Kaku! Kotoba o Fuyasu! Hajimete no Eigo Training
Namco Right Brain Training: Point Blank Training
Simple DS Series Vol. 14: The Drivers Training Institute
Baby Training
Fast Reading Training
Sense of Pitch Training
TOEIC Test Training
I don't have sales numbers for these ones, so I won't include them in the calculation.
Just from these non-games alone, they account for over 13.5 MILLION games sold in JAPAN ONLY. So approximately one in every five games sold is a non-game.
