The best place would be somewhere like Alaska, where they could focus on issues like a dwindling oil supply, and players would have to deal with some sort of frost gauge rather than radiation...As I was thinking it could take place right before the nuclear winter occurred. They could call it, Fallout: Cold War. That's my serious idea.

Icewind Dale was quite a great rpg in it's own right, using the same engine as Baldur's Gate though I daresay it's more action-driven rather then Baldur's Gate which I like to think is story-driven.
You could also try Planescape:Torment- I haven't actually played it but from what I have heard it's considered the best rpg of all time.
Wizardry 8 if you can find it is a masterpiece...And the original Divine Divinity is my second favorite.
I graduated from Xavier University last spring, and now I'm basically just sitting on my, as I can't seem to find any work writing (I'm an English major). The problem is that most modern rpgs are based upon a model of present-day western religious moral codes. The moral choices lack subtelty, presenting an almost non-exist gray area in which most people operate. And in times of desperation in which survival becomes the most important consideration, moral code should basically be thrown out the window. For example, in a post-apocalyptic game like Fallout 3, traditional conceptions of good and right should be thrown out of the window.
