The price something is worth is controlled by the market whether used or new. The price gamestop can pay for a used game is decided by the market. The used price is what the "market" deems. If the majority are willing to sell a used game to gamestop for $20 when they just paid $60 two weeks ago then so be it. If the majority didn't accept $20 and only accepted $30 then it would be $30.
If they want to block used games they need to go digital sales where you do not get a physical copy; this will also crush used game retailers. Having a physical product and trying to tell others how to use it or what to do with it after the purchase is not how our economy is supposed to work. The licenses were setup to prevent copyright infringement.
With this no used game mentality it is only a matter of time before a movie studio owns the images inside your head, because you saw a movie and the images are their creation.
