Actually, reviewers went nuts over it because they didn't have the same opinion on you on the story and Niko; they thought Niko was anything but bland and they thought the story was superb. They also didn't flock over the graphics but rather the impressiveness of the city.
Story wasn't that great (way to many characters, pacing in the last third of the game, and the laughable cliche story line "uh I came to america to get away from killing but its all I know how to do). The problem with his story throughout the game is that even after he understands his role as a killer, he complains and makes absurd choices as he goes about it.
We/Niko realize/s early on that killing will follow him to America and become something he has to do. The part that people are complaining about here is that even after he understands this is his new job/life he continues to complain and cry like a confused child, while in some cases acting like he is a remorseless killer.
The combination of these two contrasting views on killing make him look absurd. Either you're someone who is forced to kill as your job, in witch case you deal with it and do your job, or you choose to live a life without killing and choose to do something else. Anyone who chooses to kill for a living, while at the same time both complaining and reveling in the act, tends to appear confused.
The result is a character who acts like a ruthless killer, while at the same time whining and complaining. Interpitation: Confused, whiny, little girl
