I would have to say that Peach is the worst character. All of her attacks are pretty weak, her final smash drops health-restoring peaches that anyone can use and doesn't necessarily turn the tide of battle in her favor, and if I had to choose I would say Toad is her best weapon since it's like a defensive counter-attack. I can only see where her umbrella is useful if you're falling from a high ledge and need to navigate far horizontally to reach another one, and her Peach Bomber is kinda cool but at the same time it leaves her vulnerable from behind for a second after use. The vegetables might be useful in a pinch, but you have to have one at the ready in order to use it at split-second life-or-death moments.
I found Jigglypuff to be quite useful, on the other hand. It can float almost as long as kirby and stay airborne for a few seconds, and rollout is just a really fun move to use, especially when you have the room to use it. The one sing move is useful, it puts everyone close by to sleep, but that other one I don't get so much, it puts itself to sleep and kinda leaves you all vulnerable... The pound attack is nice too, I usually use it like a regular attack since Jigglypuff's attacks aren't always so good. And its final smash is pretty decent - at least it can make KOs.
But that's just my opinion on the matter - I'm sure a lot of people are very skilled with Peach, and just as many people are totally hopeless with Jigglypuff. On the first Smash Bros. game I felt that Jigglypuff was the weakest link that time around, but things have shifted since then, it would seem.
