He's a terrible movie villain. Nothing you praised Deathstroke for doesn't apply to Bane already. The title of this article made me expect you to draw some logic as to why he would work on the silver screen, yet you just enumerated his accomplishments in the comic.
I'll tell you why The Riddler works for movies: 1) Their conflict will be cerebral. None of the movies have yet to show Batman be "The World's Greatest Detective," yet. This would be a refreshing perspective. 2) Themes of mental health and obsession. Gotham's villains share a theme of insanity, and Bruce Wayne isn't exactly free of baggage. The Riddler's obsession with puzzles and riddles can be juxtaposed to Batman's obsession with getting in the bat suit and beating up criminals. 3) The Riddler can be a tragic villain. The Animated Series showed how Batman struggles to keep order while doing his best to actually help the villains with their mental problems. The movies haven't touched this yet. 4) The Saw movies have already laid out the blueprint for what an on-screen Riddler could be. Jigsaw's traps are essentially what the Riddler would be doing if the moral quandaries were replaced with ones of wit.
But, yeah, I guess Deathstroke would have a cool fight so you win.
