Typical Graphics cards = 8800gt & Gts , Ati 5770, GTX 460, Etc . . What do cards like these require in Terms of Amperage ?

I know most of these require a 400-450watt Power Supply , but I never see a Requirement for How many Amps?

Output: +3.3V@24A, +5V@24A, +12V1@22A, +12V2@22A, -12V@0.8A, +5VSB@2.5A I wouldn't purchase a PSU that doesn't have at least 20 Amps for the 12V.. unless it's a PC used for internet/word/etc.

Even on lowest settings?

It's a Gateway NV59, with i5 430M 2.26GHz, integrated graphics...I got it for $650 with a $25 giftcard =X. Was it a good deal?

I have 8600gt that i bought few years ago and want to upgrade it. My budget is $200. What is the best one i can buy under $200?

To answer your question simply: Yes, that is a great deal. .. Yes, it will meet the minimum requirements on 90% of games.

As long as you have a place inside the tower for each, 2 cables, 2 open SATA slots.. sure! :)

If you're comfortable you can try to get inside the case and make sure it's as dust free as you can get it. Also re-seat cables and components (minus the cpu). That can remove the easy to do/check and the rare out of the equation. Also, more info can be helpful. Any minor/major changes recently.. how old is the hardware, etc.

Your tower (components, other then your phone modem/drivers) will not speed up your 56k connection. However, it can seem that way if it can process and display the information faster. :)

Well, it depends. If you're a gamer can you play all your games on *nix? 56k connection doesn't really need a clean/fast computer. :) If you can get by on Ubuntu I'd definately reccomend it over Vista (as I would reccomend anything over Vista).
