I would say it depends.

New games that took a while to develop and spent decent money on advertising will always be $40+.

Games that don't do well right away will usually drop $10 in a month or so.

Some games can be real steals at $30 if you have something else to keep you busy until they go down in price.

Anything that sells for less then $30 right off the bat is not something a "gamer" will probably enjoy.
