Doubtful. Angry Joe interviewed a Watchdog's dev recently and he said flat out the PC version was superior, it WILL look like the reveal trailer, and as "you go donw in pwoer on a PC you will eventually get down to a PS4 level".

To answer your question, every MMO gets their starting areas empty on the first few months, good news is the new Megaserver system is fully implemented so you'll have no problems now. But you probably already know that ;)
