The Regime
Superman- Leader of the RegimeÂ
Wonderwoman- Right Hand Woman, possible romantic interest for Superman after Lois Lane's deathÂ
Green Lantern- One of the top lieutenants, there is a part in the trailer where it shows a cutscene of Green Lantern trying to hold Superman which may mean he defects to the insurgency, but its that was just showing the moment where he tries to stop Superman from going to the Gotham prison to kill the Joker which is in the prequel comics. This is before the insurgency and regime are even created, and we know Green Lantern is part of the regime as he goes to confront Batman in one of the trailers, but wearing a yellow fear suit and ring instead of green.Â
Nightwing- This may be a bit shocking, but in the story trailer, we see Nightwing fighting against Green Arrow in a different costume in a cutscene, not just a gameplay sequence. He would obviously have no reason to fight him unless he was against him. Green Arrow is clearly on the Insurgency. It is possible, as Dick Grayson hasn't always agreed with his mentor Batman, and has gone against him before. Nightwing also has been tricked and lied to by the Batman many times. Also Superman criticized Batman's inability to be a real father with his "children" while Dick and Damian secretly listened. This may be another reason he decides to side with Superman. Also it would make sense that Superman would want Nightwing on the regime. Who better to have against the other sides leader, then his first sidekick who has been taught everything by Batman.Â
Shazam- He is seen with the Flash forcing Aquaman to yield to the regime. Billy Batson himself also idolizes Superman, so it makes sense he would joing his cause.Â
Bane- He hasn't really appeared in any story trailers yet, but it would make sense for the the regime to recruit the man who broke the bat to join their cause. He obviously dislikes the Batman, and even if he didn't necessarily agree with what the regime was doing, a chance of breaking Batman again would be too precious for him.Â
Raven- Its tough to say because I don't know too much about Raven, but she was the one to catch the mirror master in the prequel when he kidnapped Clark's parents, and Batman said after that Superman gained even more support from the league, so likely she would join the regime.
Cyborg- Like Raven, I don't know too much, but like I said before, Superman gained more support from the league after his parents were kidnapped. Cyborg was one of the league members called to help, so he likely joined Superman's cause as well.Â

Confirmed Defectors of the Insurgency
The Flash- It is essentially confirmed Flash is part of the regime atleast for a certain time being, as in the Aquaman trailer he is with Captain Marvel essentially making him yield to the regime's terms. However it seems he eventuall defects, as in the first story trailer he says the heroes were going too far this time. Flash seems to be a innocent character just trying to do the right thing, but it does seem he realizes that Superman's regime is becoming too controlling, and defects. (confirmed, defects)Â
Lex Luthor- We learn Lex Luthor actually begins as a part of the insurgency, because he believes they are the side that will win. However Lex would never serve under Superman, and in his story trailer shows him aim at Superman. He obviously will eventually betray Superman. My prediction is that his first attempt at betraying Superman is unsuccessful. He manages to get away from Superman, and goes to the insurgency as an effort to fight against Superman. The insurgency initially is probably reluctant since Batman wouldn't trust Lex, but ultimately accept him as they are probably fairly desperate, and Lex Luthor is a very valuable asset. We know he eventually defects for sure, as in the end of a trailer we see a freeze frame Batman and Lex Luthor charging at Wonderwoman and Superman.
The Insurgency
Batman- Leader of the insurgency.
Green Arrow- Right hand man. He is obviously part of the insurgency as he is seen plotting with Batman in cutscenes, and he has had past issues with Superman in the past.
Aquaman- Originally Aquaman yields to the regime. However the regime eventually causes him to rebel and fight the regime. He is also seen plotting with Batman in his trailer. His atlantaen army is also a very useful asset to combat Wonderwoman's amazon army and the regime's military. He also is likely one of the main leaders of the insurgency. Also underwater, Aquaman can almost go toe to toe with almost any hero in the regime, and his control over all sea life will make him one of the insurgency's heaviest hitters.Â
Robin (Damian Wayne)- Although Dick betrays Batman, I don't see Damian doing the same. Damian is Bruce's true sidekick and his biological son. He follows the Batman still, and Damian has no reason to disagree with his father. I also doubt Damian feels comfortable with Superman's total control over the world.Â
Black Adam- Black Adam is the leader of a country, and I doubt he will let anything happen to his country. Although he is technically a villain, he plays actually more of an anti-hero, so his character type fits one of the insurgency. He would be a very useful asset in the insurgency as he is one of the few who acould take Superman head on, and his magic would be very useful. We see what seems to be an alternate costume of Black Adam attacking Lex Luthor when Lex was part of the regime. Also the fact Shazam is on the regime, that would on add to his reasons.
Hawkwoman- We don't know much about why Hawkwoman would join the insurgency, but its likely the fact that she believes in freedom. We see her fighting Lex Luthor in the Lex Luthor story trailer. She would obviously be mostly used as a general on the battlefield. She is a strong warrior, and her flying gives her the ability to fight on ground and in air.Â
Harley Quinn- After Superman kills Joker, Green Arrow takes Harley Quinn to his "Arrow Cave". They develop a small understanding for eachother, and for her story trailer, she says that without the Joker, she becomes what she was destined to be:a hero. She is seen taking orders from Batman. Without the Joker, it seems she has been able to see more clearly, and she also would like to get revenge on Superman. She likely is used to pull off traps, and spec ops like missions with her great acrobatics and her ability to make use of traps.
Catwoman- Catwoman certainly would not enjoy being controlled by the regime, and she has always been rebellious. She also has always had a relationship with Batman. She would be useful for obaining information and doing spec ops missions.
Deathstroke- Like Black Adam, he is a villain, but is more of an anti-hero. Considering he is essentially a mercenary and bounty hunter, Superman's regime would be stopping all his work. His strategies would greatly help the insurgency, and he is one of the most dangerous men in the world. He also is seen attempting to punch Wonderwoman in a cutscene.Â
Ares- Ares is also labelled as a villain. However Ares in the prequel comic is heavily against the regime, as it would essentially stop all war, leaving him powerless. He also is afraid of the powers of Wonderwoman and Superman's power combined. He knows neither of them can stop him alone, but her ferocity and willingness to play dirty and be violent and Superman's incredible strength would be enough to defeat him. Obviously with both the insurgency and Ares being against the regime, he would likely join them. I'm sure Batman would be reluctant, but Ares overall power would greatly help the insurgency.Â

Possible third party
The Joker- The Joker dies in the beginning of the prequel comic, however it seems in Harley Quinn's trailer there is a new Joker, seemingly a new one from a different universe using multiverse travel of some sort. I'm not entirely sure, but I don't know how this Joker fits within the power struggle. Superman obviously won't want him as the original Joker killed his wife and destroyed metroplis, and the Joker is Batman's main villain, who he absolutely hates. Harley Quinn also doesn't seem to like him anymore as she has become a hero, and also believes him to be some sort of impostor. Joker likely is just on his own as he probably doesn't care for either side. I'm not entirely sure where he will do in the story, but most likely, he will just try to add more chaos to the war. He also could likely get a gangster army and be worshipped for essentially destroying Superman, and they might believe he came back from the dead or something. The Joker says in the Harley Quinn trailer that his reputation was impressive. His Joker gang force vs Superman's military army and amazons vs Aquaman's insurgency atlantaen army may be an interesting battle. Since he only cares for chaos, he will likely just be on his own, releasing mindless tanks to give trouble to both Batman and Superman. Perhaps at the end the regime and insurgency will have to team up and try to stop the Joker.Â
Doomsday- Nobody can really control Doomsday. Doomsday has essentially no mind, so even if the insurgency gets desperate, they would never risk using Doomsday. However the Joker's completely insane, and he might be the only one who would be willing risk everything to have a little fun. He would be the only one to enjoy seeing Doomsday destroy everything.
Solomon Grundy- He isn't fond of neither Superman nor Batman. He doesn't have the brains to really care about freedom or obtaining peace. He likely would just like the chance to beat the crap out of either of them, and Joker would let him do that. I could definitely see if the ending has Superman coming to his senses and teaming up with Batman to stop the Joker with the Joker releasing Doomsday to attack Superman and Solomon Grundy to attack Batman. This isn't confirmed by any means or even likely, but its a cool thought.Â
