It could be that a hacker gained control of your computer using a Trojan Horse or "rootkit" and that he's just trying to freak you out.
But I've also heard it alleged that Microsoft intentionally left "back doors" in its operating systems and made those back doors available to the FBI. :?

According to what I found on the Internet, the FBI would NOT lock your computer if you did have said files.
That said, you have a virus.

Just start for computer in safe mode with command prompt, then either do a system restore from there or manually look for the virus in your files and delete it.

My grandparents' laptop had this same virus. My cousin (who is 10 years old) has recently started visiting porn sites and he used their laptop as well. My grandparents showed me the message and back home I searched it on google and it was indeed a virus that you get by visiting porn sites (not necessarily downloading anything). People use their personal info to pay the 100 euros and then the info is sent to a certain website to be used by the hacker (or w/e they are). The cops in my country traced the website to a ukrainian server.

Well you got it some way that type of thing just dosent show up on your computer. If not from a download then maybe someone had it on a flashdrive or something or maybe you just visited a really crappy website.
I have never heard of such a thing....you must have been doing things you shouldn't have been doing. If it's really the FBI then I'm sure they have a reason for locking your computer, they are probably on their way to arrest you. If not it could just be a weird virus, I have never heard of one that locks your computer and says it's FBI.

I doubt the FBI would give you much warning if they were going to arrest you. I mean you could be half way to sunny Mexico by now.
