u probably got a virus, it locks ur PC completely and it probably asks for money to unlock. If FBI wanted to lock ur pc or arrest you, they will NOT be annoucing it to you. u probably got the virus from going to porn sites full of viruses or using bad torrents, these are the places where this virus is waiting for people to fall into. its called a UKASH virus, quite an annoying motherf***er. remedy is to format everything, head to toe.
I had a similar virus except it wasn't the fbi it was the metropolitian police and they wanted £100 via Ucash.
Just start for computer in safe mode with command prompt, then either do a system restore from there or manually look for the virus in your files and delete it.

For now I think I fixed it as I followed these steps from a you tube video. http://www.youtube.com/watch?v=eC0geW_GmCw I think it worked because when I restarted in normal mode, the FBI message didn't pop up.
It's vicious maleware. Stop going on unknown porn sites. You need to reformat and clean install OS for sure, your comp can't be trusted.
