At least that's what it says on the game's eShop description.
DLC is a very touchy subject. After all, it is hard to know whether or not the extra content would have been on the game if there was no such thing as DLC.
However, Nintendo has been generally pretty good with the DLC they offer. Fire Emblem: Awakening was packed to the brim with missions, and it offered may hours of gameplay. Its downloadable content had a reasonable price and, since the game offered so much content for its original price, the DLC felt like a fair deal.
As for World Tour, Toadstool Tour had 6 regular courses plus one 3-par course. So I think that if World Tour delivers around 6 or 7 fully original courses and a strong RPG mode, the DLC will be a welcome addition!
