First of all, they do tend to take action on people with modded gamerscores, it does take them a while though. Even if they didn't gamerscore modding is a far cry from a lot of the other things you mentioned. As previously mentioned, Microsoft has a lot more important security related issues to worry about than some kids modding their profiles.

Out of those two choices, Medal of Honor, seeing as how it is nearly impossible to get into games on the PC version of MW2 at many hours of the day now, but neither are particularly good choices. I'd go in another direction entirely.
A lot of people seem to greatly underestimate the amount of people that play The Sims games. The number is huge, and a lot of these people are as dedicated as some CS players are. The only difference is, you don't really have a service like Steam which tracks the total number of people who play and their hours ingame, so we will never really have any idea how much of The Sims is being played, but I'd be willing to bet its more than Counter-Strike. Call of Duty on the other hand..thats a different story.
I just don't really know if XCOM is going to suit itself towards being an FPS, but I'm willing to give it a shot.

Yes, there is a lot of gun recoil in Black Ops, at least compared to other CoD games. Go back to MW2 and fire a few rounds of ACR bullets into a wall, and then go shoot a FAMAS, AUG, or AK in Black Ops, its pretty easy to see.
I own all 5 of those games, and even though I love Black Ops, I wouldn't even consider trading any of them except for maybe MW2 for it. But then again, I never really trade my games at all, so I'm not the best to judge value.
