I think the better point would be how cheap do you have to be to not sub to such a dirt cheap service. It costs more to buy 1 coffee everyday for a month, than is costs for 1 year of Xbox Live lol.
Xbox Live has over 48 million active monthly subscribers. If you own an Xbox why would you not have live,unless your jobless or never play online.

@aftershave219: I'm sure that this feature did not come about to please us. It is a feature that has came about, directly because people complained about the frame drops in the Beta on Console. I played the Beta and there was indeed frame drops, Mainly in the Dark Zone.
This is their remedy to the frame drops until further optimizations can be done to improve performance.
If they wanted to please us, games wouldn't cost 91 dollars Canadian after tax.(they do cost this much but im just joking about them pleasing us with a price drop:-P)

It will be nice to adjust the frames by turning off some effects. But now everyone who wants to compete in the Dark Zone will all have to turn everything off that you can, Because if you have lower FPS than your enemy in Online PVP you will be at a disadvantage.
Same as if you have a better ping, higher fps is better for PVP. So PVP balancing will be affected by this IMO.
Either way i already Pre-Ordered it a while back :-)

In answer to your question though, They let people adjust it so if you like higher frames more than pretty lights you can have higher frames. And if you like pretty lights more than higher frames you can have pretty lights.
