In a way PC is present at E3, not in the form of big press conferences but many of the games shown are coming to PC and lots of them are games that will fit great on the PC like Titanfall, E3 is first and foremost a console event so the main emphasis is on consoles but if you looked at stuff like the Ubisoft conference they had PC as one of the platforms some of their games will be on in the pictures at the end of the trailers even though they weren't mentioned.
My only hope is that games like Watch Dogs get a next gen port not a 360 port with some slightly better graphics, PC gamers get shafted to often by devs who aren't willing to take the time or spend a bit extra to take advantage of a powerful PCs potential.
I can kind of understand it simply for the fact that not every PC gamer has a cutting edge gaming PC, most are probably in the mid range gaming PC category and that scares devs who don't want to release a game that most PC gamers can't run the way it was meant to look,Crysis 1 is a good example of this, a cutting edge game that at the time blew peoples mind but even some of the most powerful PCs at the time couldn't do it justice.
There is still a small amount of devs out there that like to see what they can do on PC, The Witcher 2 is a great example of a game that looked amazing on PC with the graphics turned all the way up,also it allowed so many graphics settings to be changed that it could run great on a large amount of PCs when you set the graphics to the best combination of performance and visuals.
Maybe one day E3 will put a bigger emphasis on PC games but as long as we keep getting straight ports and sometimes aweful ports like GTA4 before the patches made it run better PC will never get much attention at E3.
The sad part about it is if there was a press event that focused more heavily on PC ports and great exclusives like Company of Heroes 2, more developers would take time to make ports that take advantage of the best gaming platform there is and more gamers would see what their missing and hop on the PC for a superior experience and that would be a great thing for PC gaming.
