Yes, that's the general rule. I'm sure exceptions might happen, but it's very rare. The chances of it becoming "an option" to any developer is just not realistic. Again, I'm gonna say Japanese publishers are even more draconian in this regard.
If publishers don't get dibs on the IP even partially then publishing media becomes risky. If a game is successful then any competing publisher might jump in and scoop the IP and any hard earned profit in a sequel to that game.
Established fanbase, established reputation, Easy money.
@red_city It doesn't work as simple as that. Going to a publisher instead of self publishing means said publisher keeps the IP whether the developer likes it or not. In Japan it's even worse since publishers there get absolutely unfair advantages and control over IPs that it has caused a lot of problems.
Developer: "Ok so the project has been approved. It will cost us $500,000 and should be completed in 2 years"
Square Enix: "No no no no no NO! You must use our derpy graphics engine, so add $2 million to the cost, and you must make a useless tech demo of it first so it will take an extra 3 years. What's that?! Lightning isn't in this project?! YOU MUST ADD HER (fan service costumes included)! An extra 2 years development and $1 million in licensing! Now, the only thing left is we must project our very unreasonable sales expectations for this game!"
