Off the top of my head I can name 3 that stand out. Red Dead Redemption when you're in the middle of nowhere surrounded by desert and mountains on all sides. Also Bioshock during the beginning of the game and the entire Medical Pavilion area. Fallout 3/Fallout New Vegas when you're exploring any number of the abandoned vaults in the wasteland.
the citidel and virmire from masseffect are the best ive seen to date but bioshock comes in a close second
edit: in terms in of a WHOLE games atmosphere id say my favorite fallout 3 and masseffect are tied at first place
Every pixel of Bioshock.

Definitely agree.....
Also - Final Fantasy, Assassins Creed and Lost Odyessy rate a mention.......
But for me Bioshock ticked all the right boxes for visual 'wow' factor....
oh yeah I remember that, also I don't knwo why my character fell down and rolled all the way to the base of the mountain, it was a 4 minute roll I wished I recorded itJust Cause 2. When your On top of the highest mountain in the game lol u can see every part of that world. Its also an achievment ^.^

This is exactly what i was thinking. I thought Mass Effect 1 had the most beautiful landscapes. Kinda lost some of that with Mass Effect 2 what with it being mostly indoor under cover type places although it did have a few gems. Most of Mass Effect 1, especially Noveria. It's really awesome looking at the blizzard outside while the soundtrack plays, giving you a sense that you're cosy inside but eventually youll have to go out into it

Wow, glad to hear that other people really appreciate this stuff too! The environment/atmosphere of any game I play REALLY means a lot to my experience.
I think most of my favorite environments were from Final Fantasy XI... like Riverne, Puronogowhatever Isle and Carpernter's Landing.
And pretty much everything from Fable 2 and 3 was amazing!
The beginning of Alan Wake when you are walking with Alice to your cabin... WOW! That was beauty. And the background music helped just as well. Also, the part on FFXIII, when everyone turns la cie, after fighting the very 1st boss. That is the best graphics I've seen in a video game. And last but not least Bioshock, when you first enter rapture, and have Andrew Ryan speak, with the statue, and having the projection running.. WOW! I'm pretty sure someone else on this forum said the same thing, but I agree with them.
