Will PS4 allow in-game web browsing. If it does, then those 3.5 GB are easily required for that feature. Anyway that social button Sony was talking about can easily be an equivalent of the web browser, hence it will consume a good chunk of memory.

The whole 1 GB is flexible is pointless.

If you cannot be 100% certain that the extra RAM is available at any given time, you CANNOT design a game that requires it. That is just programming 101. It might mean that a game engine cna utilize it if it's available, but then it won't be for something critical, only as a temporary cache perhaps, to reduc eload times, or some other non-ciritcal functon.  You definitely don't want your game to crash or your performance to suddenly go through the floor because it's run out of memory.

As for consoles being more efficient in terms of memory use?  Not really. At least not when thinkign abotu discret assets. In fact modenr GPU's are capable of supporting more modern texture compression methonds than current gen consoles. And next gen consoles will only do as well as current gen PC's in that department.
