The CQBR Assault Rifle in Resident Evil 4 can be found in the Castle Library. Specifically, this is after you reach the Grand Hall to complete the Chimera Heads Puzzle and the subsequent Ashley Treasures/Puzzles section. When it's your turn to control Ashley, you'll enter the Library, picking up various goodies with her newfound keys. On the second-floor landing, you'll see a container with a square box. Ashley can't do anything with it, so you'll have to finish her segment normally.

When you're done, you'll be back in control of Leon. Instead of heading to the Ballroom, you'll want to backtrack to the Library that Ashley visited and watch out for the two Living Armor mobs in the room. Go to the second floor and use the Cubic Device (you should have it since you went through the Lion Head/Armory area earlier). Rotate the Cubic Device so that it matches the indentations, unlocking the container and letting you pick up the weapon.

As mentioned earlier, the Resident Evil 4 CQBR Assault Rifle allows for full-auto fire, which can make quick work of your enemies by shredding them with bullets. Its exclusive upgrade also boosts it further by giving 1.5x power.

Additionally, you can attach either a Scope or High-powered Scope, though these can be a bit counterintuitive. Due to the fast rate-of-fire, hard-scoping will actually cause you to miss your shots more often, especially when attempting to hit long-distant targets. In these situations, it's much better to just attach either scope to your SR M1903 Rifle.
