@Jay2528 - yes but that is very rare. Having a small budget and getting a publish interested in you is next to non-existent. I don't even know how Metro did it as it was 10% of major budgets.
To claim that it is your game is merit to get canned. These days the funding or publishing companies dictate the direction and vision of a game. A designer must work within those guidelines. If you wanna create your own game go independent.
