i want to make something like a indoor hl2 level but i also need it as a seperate application that i could run it without hl2. i want to make an application that i could give to people and the could run that application.Are we talking graphics libraries here? It can be done in OpenGL. Otherwise you can try to make a Flash thing or something but I have no experience with that and OpenGL would take too long for me to explain to you how to exactly do it.
Now if you just want to make a level in a pre-existing game then HL2 is easy enough along with UT2k4 or Doom3. Just use their map creation tools they offer.
