I hope you are wrong, but I suspect otherwise. As you well know, kids can be very persuasive! More than anything, I think this survey indicates parents feel the industry is not helping and could do more.
I wonder how many kids have argued with their parents about a video game they wanted to play, or played one they knew their parents wouldn't like? How about a survey of that question?
I think parents are just trying to keep their children out of harms way and feel violent video games are putting their children at risk. Right or wrong, for them it is just another thing they have to deal with in raising kids.
I don't blame parents at all for feeling this way. But as adults, they should understand it is up to them to deal with the real problem - too many guns in our society. Scapegoating video games will not stop the next mass murder.
Used books, movies, clothes, cars - you name it, the market for used goods is huge. Why Sony would choose to ignore this industry is hard to understand. If used games are such a concern for them, then why don't they sell them at their stores? That way they can "share" the proceeds with devs, and anybody else they think is entitled.
There is no way Sony will launch a console with this handicap unless they can get MS and Nintendo go for it too. Don't see that happening anytime in the near future.
