Everything to do with the story. Story, character depth and delivery has to be improved. They tried in GoW2. Right idea, poor execution.
Less predictability in the level design. One thing that was really annoying and wrecked the suspense was that you would be moving through a level and see a maze of low walls/cement dividers which gave you a heads up that a locust firefight was coming up. Have firefights happen in less conspicuous areas.
Re use the light gameplay mechanic from the first involving the Kryll. You know the one where you had to push the burnt out car, how about expanding on this idea. Have it that the gas tank runs out of flame once its exploded after a while and you have to fetch one from the side of the roadand chuck it in the car to protect yourself from the kryll, but you still have locusts about requiring you to keep using the car as cover as you progress while taking them out. Add in slopes where you struggle to keep up with the carand a hill were you have to search out a gas tank but the car rolls back down when you stop pushing it, requiring you to move very quickly to get the tank while not losing too much ground.
How about a proper retreat section. Pretty much every game has you walking through it as an unstoppable army, why not have a section where you have to retreat to survive. Not a run full speed to get away type level but one constantly requiring you to find cover, lay supression fire to slow you pursuers and then getting some distance then repeat. If you don't they catch up and overwhelm you.
Kill off one/some of the main characters, not some faceless rookie. When it comes down to it this should happen to Dom, Cole or the other guy, not Marcus. Personally I say Cole should be it. I don't like Cole the most. (Whiney Dom is a close second)They could do a whole flip the bird type moment to Killzone over the Rico character when doing it. Cole and Rico both suck!!
