Yes and no. 

Yes as in this has the best first person stealth I've played in a very long time. You essentially crouch inside vegetation or behind a tree and obscure the enemies line of sight. Works really well. Sound suppressed weapons also actually work. To get the extra XP (1500) by liberating checkpoints without being noticed. I go out at night with suppressed weapons and slowly take the pirates out. But at the same time, you can go in guns blazing...or flames blazing because the flamethrower is amazing. So it's either stealth or not, it depends on how you want to play it. I believe this stealth system is more like Dishonored's than DXHR, just as a reference. If you like stealth you'll like the direction they went. Same goes for people who want to destroy everything.

It's most likely your specs. No offense or anything but it's way below recommended spec. Have you updated your video card drivers? 

Your video card is not DX11 compatible so you'll just have the DX9 options. You should probably download the latest update from Ubisoft for version 1.01. Some of the issues mentioned were freezing at the beginning. It did that with me as well the first time I played. 

It's Dunia "2" but it looks more like it should be Dunia 1.5, not a huge graphical leap but it looks great regardless. It boasts some code of CryEngine 2 when some of the old programmers from CryTek went over to Ubisoft when ubi bought the rights to Far Cry. So there is a little CryTek in there. Pretty good engine from what I've played, very optimized.
