I went from a GTX280 to a HD5850 to a HD6970 and thought it was worth it. So I would say a GTX280 to a GTX580 is a worthwhile upgrade.

Your power supply is fine, just like my HX620 the HX520 has 2 PCI-E power connectors. Simply plug them both into your new 6870. Since you weren't using the second power connector, it's probably still in the box or somewhere.

I think you're a little confused with what is meant by the term "bottleneck"
Assuming you had an adequate PSU, your current system would hinder the performance or "bottleneck" the GTX560 by not being able to keep up with the pace of the video card.
For eg. The CPU would not be able to process data fast enough for the GTX560 to render.

Looks like I wasn't the only one quick to pick up a 990fx board, bring on BD!

My 6600gt 128mb with a generic 300w PSU used to make mince meat of source games and most others around that time. Just pick one up off ebay for next to nothing. Not sure if you already know, but might want to check whether you need PCI-e or AGP.
Sounds like a power saving option, my secondary hdd is the same. Go to control panel --> hardware and sound --> power options, and change settings there. My powers down after 20mins of inactivity.
