As someone who used to mod many engines, I'd be more than happy to give up my day job in order to make assets for my favourite game.

If what I made was substandard, I'd expect end users to have a negative opinion and not buy it.

It's never been uncommon to license base software/midware. This seems a similar concept to me. They provide the tools and environment. Granted, it's a steep curve considering Bethesda/Steam are required to do next to no work to implement such features.

I agree, Gaben can be greedy, but a structure like this would allow for more meaningful mods. Zenimax might want their share but that should hopefully be settled on Valves end.

Also, if modding is seen to be a high value addition to games, many other studios may see it as an incentive to implement such features.
