I'll bet Djordjevic is correct. The drug trade/border controversey is too rich an intruigue to pass up. Missions on both sides of the border. And the open warfare that exists in much of Mexico allows for plenty of opportunity to let bullets fly while at the same time commenting on a current social issue of much importance.
