You're using Fallout as a example, but that title in particular is known for its adult themes. JRPGs have game mechanics that could not be easily understood by a kid. Look at games like Fable 2 or Oblivion - those are games that have been built to adapt to younger players. This is shown through their storylines and their mechanics. Throw a 12-year-old in front of FFXII and watch him get frustrated with the complexity of the political story and gameplay intricacies.
