Seeing lots of people here having said Yes. Now, I don't know if you're lying or what... I'm single too. Would have thought more would have been in a relationship. Also, I'm ugly. :|
Played both recently... FO3, then F:NV... F:NV is so much better than FO3... Probably because I'm more interested in writing and characters than exploration...
How is optional content, that you aren't being forced to purchase, annoying?

When a DLC is made available, and often advertised, on release day does that not make you a bit suspicious of the business practices? Obviously, resources and time have been allocated to make it and if it's ready on release day what does that mean?
Also, in terms of value, it's often not worth it... Expansion packs, although slightly more expensive, had A LOT more content to justify the price as compared to tiny DLCs...
The problem with people not finishing games lies within lack of drive, I think. Some games just are not interesting enough to complete. In fact, when a game is good, I wish it were longer!
Since I was checking on this topic while browsing the DSO website, I may as well link these two screenshots: http://www.dsogaming.com/news/company-of-heroes-2-two-brand-new-screenshots/
As much as I would love playing games on a laptop at 1920x1080, with graphical settings all maxed out and without spending outrageous sums of money , I think you may be right. Laptops are so convenient though!
Texture mods do not really affect the game so I doubt they would cause bugs or crashes, even with Dawnguard Why not try the game without mods for now, and add them as you play?
