The "implied" limit is about 2-3 per day. But we don't always catch them as they are reported seperately and mods act on different reports.

Put a new rule. System Wars get to vote on what users should not be able to make threads. Problem solved.

Or put in a downvote system. If a topic gets enough votes to hit a threshold, it will be empty or something like that.

The old TOU was just terrible, you could get suspended just for making light-hearted jokes with pals. It's like the mods had zero sense of humor back then.

Giving more leeway and freedom is great, as long as there is a line drawn somewhere. When there is obvious baiting going on by trolls non-stop, it does nothing but make the forum a cesspool and drowns out good discussions. This is why I spend most of my time on GAF. There is freedom and fun, but they still do not put up with nonsense. It makes for a great forum as a result.

That's way too broad. You don't have to define it really. Everyone knows who the bad trolls are. Posters with community-wide contempt and repeat low quality posts.
