I'm trying to access the World of Warcraft 2.0.6-2.0.7 Incremental Patch and I keep getting a page that says High Speed download is for subscribers only - but I have a Total Access account and just successfully downloaded the 2.0.7-2.0.8 patch fine.

Am I doing something wrong or is this page glitched?
That's just a page glitch that happens sometimes. Usually, if you clear your cache and refresh it'll fix itself for you. The file seems to work just fine for me, but post here again if it doesn't for some reason.
