Tokyo Extreme Racer Zero is the best of the series. The pros and cons may seem like night and day, but in the end, Zero is a game you can enjoy. The missions to find racers will keep you busy for many hours, and there are certain cars that only are around during certain times. You will make time to find these individuals to get a higher completion rating. Also, when you finally finish the final boss, you are given a crazy amount of funds to purchase and customize cars to your liking, which will give you more of an opportunity to go out and find those other cars that might be only out at a certain time.
Graphics may not be Grand Turismo - ish, but the amount of gameplay should keep you entertained and occupied for hours on end. Cheap, too.
