Well there is always overclocking both your cpu and your GPU can be overclocked, u could also try and download some new drivers for your video card. That should help.
Maybe playing it on a lower resolution like 800 by 600 u might be able to see those frames but if u want to play on a higher resolution then just simply lower some of the graphics effects.

FEAR multiplayer is a free FPS and it's freakin amazing. There are a few other cool modes, beside CTF. Hell yea! :)
Well u really need to test that out but all depends on the resolution you play on, a lower one like 1024 or 800 will be better for your card rather than going up and changing other options like view distance etc will help alot. You should be able to play Oblivion on more than medium settings but not maxed out and should see frames somewhere between 60 outdoors and maybe max 100 indoors.
