Those might be to do with your graphics card overheating and are usually called "artifacts". Check your clock speeds and temperature when playing the game and if they seem a bit high try and reduce your clock speed and also post your specs.
I believe that your comp should be able to run Splinter Cell, may be a bit of an issue with the processor but it should be able to run the game on good settings but not the highest..
I would like the old travel system to return as that in morrowind, that made the game more RPG type and gave it a real world type feeling, and they should also fix the fact that as you level up the creatures also level up, it should be more like there are restricted places people can only go if they have a certain level.
