i do agree the downsides dont make sense but i dont think its the reason why it scored 7.5. I personal felt that the SP is weak (some similarity with red fraction armageddon) and MP is a bit stripped down for adversary multiplayer. Try Section8:prejudice and you will know why.
Regards to the score, i personal felt 7.5 is just. It not a better game than most tactical shooters out in the market. It just good for casual/core gamers could understand and play.

Those are just excuse. I have seen tonnes of games pouring out of arcade not following the 'guideline' set by MS. Also the soon launched Minecraft (x360) will have a new pricing of 1600 and content for the arcade. Even section 8: prejudice is 2.7gb, more than 2gb limit of set by MS.
They could released it under digital download under "games on demand" that does not have restriction.
The so called $15/mth plan is more just to XBL. Its rumored to be subscription for other entertainment services like (HBO,netflix...). Generally not for gaming purposes
