seems like a graphics card driver problem.. update your catalyst driver.. i was a former user of ati card, but due to their inability to do physx in most games, i switched to nvidia and i never had any problems again.. maybe you should do too.

i have played both that game and i think i liked the wtcc game better than gtr2, wtcc gtr2 or you may want to try superstars v8 racing, it has a more pleasing graphics

get a gtx260 or if physx isn't a must to you, then get an ati card with dx 11 support

maybe your laptop's specs isn't capable of running the game even on lowest settings, that game is a super resource hog, albeit it has a very good graphics, check systemrequirementslab.com http://cyri.systemrequirementslab.com/srtest/ if your laptop can handle it.
