I think the problem with legalizing weed is:
1. You're asking for another Drug to be legalized. Regardless of whatever, its a stigma that too many people are uncomfortable with.
2. In regards to point 1 there isn't enough mainstream evidence or information about weed to educate people. You see typical "legalise weed" comments or advocates from people who are the 100% sterotype of weed smokers, if you could (I know this may offend some) but get someone who doesn't look like a cannibis smoker you typically see and put together a well informed document, you may get more people on board.
3. The risks? We all know the risks of alcohol and to be honest they are arguably worse than Weed. However with Weed not that many people can tell you the risks and damages it can do to you which relates to point 2 about the education.
I think the biggest sticking point is the polictial move on the subject. I know here in the UK there is no way I could see the Conservative party pushing for a debate about it or trying to push for a new law. Same goes with Labour and well the LibDem party... noone cares about them anymore lol
