@BobaFatt: While not an officially named character, Walt is seen buying windex and paper towels during the conversation. The allusion, of course, being that he's a jizz mopper.
@Thanatos2k: It's not Rockstar being shady though. They probably said that Steam could discount the game 25% if they also sold one of the Shark cards with it. Steam, however, didn't say in the advertisement that you had to also purchase the Shark card. You didn't find that out until you went to the game's page and tried to find the game on sale for 25% off. It was misleading to me as well, but I already own it on PS4 so I wasn't looking to buy. I just thought it was surprising to see the game on sale that soon after release.
But what it comes down to is how Steam chose to advertise the sale. That was their choice. Rockstar didn't create the advertisement for it. In fact, here's the page for it:
