if I am to buy pro evolution soccer which one do I get? PES 2007 or PES 2008??

and why do they say that PES 2007 is better?

well its a ps3 game not ps2.

but does it make any difference if I bought the game from Egypt and the ps3 from Dubai? and does it make any difference in the ps3 if the game is PAL or NTSC ?
