Short answer: Levels? No. Emblems? Sure.

Long answer (and I've said this other places): Levels should have nothing to do with unions. NOTHING. Whats so special about the levels anyway? Its a small number; whoopdie-flippin-do. The quality of the union is what counts. Forum posts (don't matter as much as the number of articles, guides and reviews the union has. I view unions as mini-websites. You make it how you make it. There's no level bar that shows how you compare to other websites. It's the quality of the content that gets you a reputation for your greatness; not some little bar. Now emblems I can see because they would (ideally) be hand-picked that would tie in to the reputation thing I just mentioned.

In Hexadecimal, 255 is FF. (As in Final Fantasy) Thats probably the first reason why they chose that as a top stat.
