No one with a 970 cares about 4K,

Funny enough DF was able to run FH3 at 4K/30fps with a slightly overclocked 970 in the 4K on a budget series. This game is better optimized than FH3 so it's actually possible you can get it running on a GTX 970 with a little bit of overclocking in theory....

That’s High Settings with “Dynamic Optimization”

I don’t think OneX uses dynamic optimization, and OneX settings are closer to Ultra than High
