It seems unbalanced but I've won on both sides plenty of times! It is harder to win as rebels for sure but I've still won a lot of games as them and I've lost to the rebels quite a bit to so I don't know if I'm just lucky with my matches or not but it seems like the rebels still have a good chance of winning
